As for seat belts, most states have some sort of law:

If a cop is willing to lie, he should have no problem pulling you over. He can just say you were swerving or went through a stop sign or that you were speeding, etc.

Honest cops are probably only going to pull over the characters during that time of the month when they hit their quotas. I would say there is a 1 in 20 chance the cops are doing that on any given day unless the GM keeps track of such details.

Example of stupid (and redundant) law:

The state government has twice sent out notices to cider producers that on such-and-such-a-date it will be illegal to sell unpasturized cider due to danger of salmonella. The only way you can get salmonella bacteria in cider is if you make it from windfall apples (apples that have fallen off the tree and are lying on the ground), which is already illegal!

Gotta love that slightly cooked taste!
