What's the official New Milan law on using cell phones while driving cars?

1) Legal but stupid
2) Illegal, but the cops have to stop you for something else (like non-functioning tail light) and add on the cell phone use while driving as an extra charge. (Or something they can charge you with after an accident.)
3) Illegal, and they can stop you just for that.

Same question for seat belt use...

New Milan is an East Coast city and I know that its illegal to use cellphones while driving in NJ and PA and I think NY. Either way, it is always illegal to be distracted when driving. Cops don't need much of a pretext these days to pull you over and search you. I would say, if you're driving and talking on the cellphone, you should have to make a DC 6 Drive check modified if you also have Concentration, but also modified based on the current driving conditions. If you fail that, you swerve or do something that would attract attention to your car.

As for seat belts, most states have some sort of law:

If a cop is willing to lie, he should have no problem pulling you over. He can just say you were swerving or went through a stop sign or that you were speeding, etc.

Honest cops are probably only going to pull over the characters during that time of the month when they hit their quotas. I would say there is a 1 in 20 chance the cops are doing that on any given day unless the GM keeps track of such details.

Example of stupid (and redundant) law:

The state government has twice sent out notices to cider producers that on such-and-such-a-date it will be illegal to sell unpasturized cider due to danger of salmonella. The only way you can get salmonella bacteria in cider is if you make it from windfall apples (apples that have fallen off the tree and are lying on the ground), which is already illegal!

Gotta love that slightly cooked taste!
