New Milan is an East Coast city and I know that its illegal to use cellphones while driving in NJ and PA and I think NY. Either way, it is always illegal to be distracted when driving. Cops don't need much of a pretext these days to pull you over and search you. I would say, if you're driving and talking on the cellphone, you should have to make a DC 6 Drive check modified if you also have Concentration, but also modified based on the current driving conditions. If you fail that, you swerve or do something that would attract attention to your car.

Honest cops are probably only going to pull over the characters during that time of the month when they hit their quotas. I would say there is a 1 in 20 chance the cops are doing that on any given day unless the GM keeps track of such details.
