It's an on-going problem.
As long ago as 1980, one of my professors walked into the classroom shaking his head. He'd just finished a session of Math for Management, and one of the students said that 12 divided by 4 was 6. (Business students were required to take either Calculus I or Math for Management, which includes a small amount of calculus at the end.)
I suspect that "No Child Left Untested" is making it worse, since the teachers have no choice but to "teach the test," according to a friend with 3 kids in public school. There's simply not time for any material not on the test!
