Well, the game actually came out in 2005-2006 from Living Room Games. Sadly, it did not get the publicity I was expecting, but nonetheless, I continued to promote it until finally coming out with the expanded supplement for the West Coast just last month. There is also a pending LARP which we've been testing at DEXCON on the East Coast. This year, there may be two games of live action Mafia running.
Anyhow, for questions, feel free to post here. All you really need to remember about the settings is that New Milan is a typical East Coast American city like Philadelphia, Baltimore, New York or Boston. Las Deudas is the West Coast city and is in the desert like Reno or Las Vegas. New Milan is mostly run by the Mafia, with the Russians encroaching on turf every day. Las Deudas is run by the Yakuza and the Triad, with the Mafia slowly being pushed out. Of course, players may alter the outcome of that according to their campaign. The game itself emphasizes the role playing, especially that of the criminal underworld. Even though the organize crime figures commit crimes, they have rules (hey, without rules, we're no different then the animals, right?). The rules are mostly adapted to role-playing. It's not always about what you have, but what your opponents THINK you have. Unlike other role-playing games that reward you for being heroic, Complete Mafia rewards players that cut the best corners. In Complete Mafia, often the ends will justify any means. So players that work D&D rules so that their paladins can wipe out whole villages can go suck a Holy Avenger. In Complete Mafia, you either maintain your respect and your power or suffer the consequences.
Ultimately, Complete Mafia is modern day fantasy. Your characters can do what they want, take what they want and the players don't have to suffer the consquences. It's a helluva lot more fun to play the bad guys than the good guys. Modern day gangsters in the role-playing sense are nothing more than ruthless D&D players unleashed with modern equipment. The challenge is often how long you can last in such a dog-eat-dog world.
